1.1. Regulations on the system of remuneration of employees of the Municipal Institution of Additional Education Children's and Youth Sports School-2 (hereinafter referred to as the Regulations) were developed in accordance with the Labor Code of the Russian Federation, Federal Law No. 273-FZ of December 29, 2012 On Education in the Russian Federation ”, Decree of the Government of the Yaroslavl Region dated June 29, 2011 No. 465-p “On the remuneration of employees of educational institutions of the Yaroslavl Region and invalidating the decision of the Regional Administration dated July 16, 2007 No. 259-a”, Decree of the Administration of the city of Pereslavl-Zalessky, Yaroslavl Region dated 31.08.2011 No. 1259 “On remuneration of employees of municipal educational institutions functionally subordinate to the Department of Education of the Administration of the city of Pereslavl-Zalessky, financed from the budget of the city of Pereslavl-Zalessky” (as amended on 09.04.2012 No. 390, 17.12.2012 No. 1805, May 23, 2013 No. 727, October 31, 2013 No. POS.03-1832/13, March 26, 2014 No. POS.03-0416/1 4).

1.2. The regulation defines the system of remuneration (hereinafter – SOT) for employees of the Municipal Educational Institution of Additional Education for Children Children's and Youth Sports School-2, establishing salaries (official salaries), wage rates for professional qualification groups (hereinafter – PKG) and qualification levels , as well as compensation and incentive payments.

1.3. The Regulation applies to employees of the Municipal Institution of Additional Education Children's and Youth Sports School-2 (hereinafter – the institution)

1.4. The main objectives of the formation of the SOT of employees of the institution are:

– increasing the motivation of pedagogical and executive employees for quality work;

– creating conditions for attracting highly qualified specialists to the industry;

– increasing public participation in the management of the institution.

1.5. The main tasks of the formation of the SOT of employees of the institution are:

– increasing the level of wages, ensuring the restoration of the ability to work;

– improving the efficiency and quality of pedagogical work;

– ensuring the relationship between the quality of pedagogical work and the teacher's income;

– creation of incentives to improve the professional level of teachers;

– attracting young staff to the institution.

1.6. The formation of the SOT of employees of the institution is based on the basic principles:

– obligatory observance of the norms of the labor legislation of the Russian Federation and other normative legal acts in the field of labor law;

– ensuring minimum state guarantees for the remuneration of employees of the institution;

– ensuring the dependence of the amount of wages on the qualifications of workers, the quality and results of pedagogical labor, the complexity of the work performed;

– Material stimulation of improving the quality of work.

1.7. The institution, guided by the methodology for calculating the official salaries of employees of the municipal institution of additional education “Children and youth sports school-2” (Appendix 1 to the Regulation) approved by order of the director of the institution, determines the size of official salaries (wage rates), as well as the amount of surcharges, allowances, allowances Prizes and other measures of material incentives in accordance with the Regulation on moral and material incentives for employees of the municipal institution of additional education “Children and Youth Sports School-2” (Appendix 2 to Regulation) within the funds of subsidies for financial support for the implementation of the municipal task.

1.8. The sizes of official salaries (wage rates) are established by the head of the institution at the qualification levels of the PKG based on the requirements for professional training and the level of qualification, which are necessary for the implementation of relevant professional activity, taking into account the complexity and volume of the work performed, by multiplying the size of the basic salary by the increase in the increasing coefficient according to the corresponding qualification level of the PKG.

1.9. The dimensions of increasing coefficients in relation to the basic salary according to the relevant PKG are calculated on the basis of the differentiation of typical posts included in the staffing of the institutions. These positions must comply with the authorized objectives of the institutions.

1.10. Differentiation of typical posts is based on the assessment of the complexity of labor functions, the implementation of which is provided for in the occupation of the appropriate position, in the relevant profession or specialty.

2. The system of remuneration of employees of the institution.

2.1. SOT of the institution includes:

– basic salaries (basic wages);

– payments for the availability of honorary title, state awards, academic degree, special working conditions, etc.;

– surcharges and compensation allowances, including work in conditions that deviate from normal;

– payments for additional work that is not included in the circle of the main duties of the employee;

– Payments of a stimulating nature.

The basic salary (base rate of wages) is the minimum salary (rate) of an employee engaged in professional activities used (s) to calculate the official salary.

The increase in the coefficient is the magnitude of the increase applied to the basic salary (base rate of wages).

Official salary (wage rate) – a basic salary (base rate of wages) of an employee engaged in professional activities, taking into account increasing coefficients.

Payments for the presence of an honorary title, state awards, academic degree, etc. – payments provided for by the current regulatory legal acts of the Yaroslavl region.

Pedagogical and executive employees who have departmental awards from the Ministry of Education and Science of the Russian Federation (medals, honorary titles) and other ministries and departments for their contribution to development

Pedagogical and executive employees who have state awards of the Russian Federation (orders, medals, honorary titles) corresponding to the profile of the institution

Pedagogical and managerial employees of the institution with a degree:

In the case of employment of less than one staff unit, the additional payment for the academic degree is made in proportion to the size of the occupied rate.

Note. If at the same time the teaching and management employees have grounds for establishing allowances for the official salary, provided for in paragraphs 1 and 2 of the table, the allowance for the official salary is established only on one basis, provided for in paragraph 2.

Additional payments and allowances of a compensatory nature – payments that provide wages in an increased amount to employees engaged in heavy work, work with harmful and (or) dangerous and other special working conditions, in working conditions that deviate from normal, as well as others provided for by the current legislation .

Payments for additional work that is not included in the scope of the employee's main duties are determined in accordance with Appendix 3 to the Regulation.

Additional payments for combining professions (positions), expanding service areas or increasing the volume of work performed, for performing the duties of temporarily absent employees (the amount of additional payments is established by the head of the institution by agreement of the parties) (Appendix 3 to the Regulation)

Incentive payments – remuneration and bonuses, as well as additional payments established in order to increase the motivation of high-quality work of employees and their encouragement for the results of work in the form of bonuses that are not additional payments for additional types of work performed.

The determination of incentive payments is made in accordance with the Regulations on the moral and material incentives for employees of the Municipal Institution of Additional Education Children's and Youth Sports School-2 in accordance with Appendix 2 to the Regulations, taking into account the provision of a state-public nature.

The specific amount of funds provided for the institution for incentive payments is determined by the founder in the procedure for determining the standard costs for the provision of municipal services (works). The recommended amount of incentive payments is 20 percent.

In addition to the above payments, the institution has the right to make social payments aimed at social support of employees, but not related to the implementation of their labor functions.The forms and types of social payments are determined in accordance with the Regulations on the moral and material incentives for employees of the Municipal Institution of Additional Education Children's and Youth Sports School-2 in accordance with Appendix 2 to the Regulations

2.2. The amount of funds for the remuneration of employees of the institution is determined by the institution independently within the limits of the subsidy for financial support for the implementation of the municipal task and is reflected in the plan of financial and economic activity.

When determining the amount of funds for these purposes, the norms of budget financing approved by the resolution of the Administration of the city of Pereslavl-Zalessky, the local act of the founder are taken into account.

2.3 The average monthly salary of the head of an institution with up to 500 students, paid from budgetary allocations, should not exceed the average monthly salary of the main staff by more than 2.5 times. This does not take into account the personal achievements of the head of the institution: the presence of an honorary title, academic degree, etc.

The main staff of the institution includes all employees, with the exception of employees of educational support and service personnel.

Methodology for calculating official salaries of employees

1. Base salary

The base salary is the basis for calculating official salaries (wage rates) for all groups of personnel of employees of educational institutions.

The amount of the basic salary for the category of employees teaching staff of educational institutions of additional education for children (structural units implementing additional general education programs in other educational institutions) is 5994 rubles.

The base salary for other categories of employees of educational institutions is 4611 rubles.

2. Scheme for calculating the official salaries of senior employees of the institution.

– coefficient of the group of educational institutions for the remuneration of managers (hereinafter referred to as the group) (1.88 – 3.33);

– coefficient for the position held (0.6 – 1.0);

– qualification category coefficient (0.2 – 0.8);

– seniority coefficient of managerial work (0.2 – 0.8);

– coefficient of the specifics of the work of an educational institution (0.1 – 0.75)

The coefficient of the specifics of the work of an educational institution is set to the official salaries of executives, determined on the basis of the base salary and increasing coefficients: the group of educational institutions for the remuneration of managers, the position held, the qualification category (leadership experience).

The coefficient of the qualification category of the institution's executives is retained for the period of validity of the qualification category assigned before January 01, 2011.

The workshop of management work is used to calculate the officials of managers who do not have a qualification category in accordance with the order of the Ministry of Education of the Russian Federation of June 26, 2000 No. 1908 “On approval of the Regulation on the Procedure for Certification of Pedagogical and Management Workers of State and Municipal Educational Institutions”.
